Ricardo Hernandez-Navarrete told senators that ICE repeatedly transferred him after he and his mother were detained during an immigration appointment. The 18-year-old Chicago student ultimately spent more than two months in federal custody in Kentucky, where he says he was isolated in a room with only a toilet and pressured to sign deportation papers.
